This one is extremely easy so I've only shown a small part of the car. I'll give a hint in the morning, if it lasts that long.
Depends on what you mean by "lock".
If you just want to stop the camera from following the car you need to change Follow car to no. See attachment 1...
If you want it to lock onto a car and not move when the car turns you need to set a custom view. Options - View - Custom View then edit the X, Y and Z axis. Then rotate the camera and adjust field of view. See attachment 2...

Well I was lost until frokki guessed the Anglia which is very similar to the Prefect. I only had a quick look on the Ford Anglia wiki page and I found the Prefect.
